Let's try this again with less players involved. Eventually get it right.
So
Pittsburgh trades
Sutton, Courtland DEN WR $2.00 2022 UFA Chaisson, K'Lavon JAC DE $1.42 2022 RFA Fuller, Jordan LAR S $0.50 2022 RFA 2021 Pittsburgh 2nd
to
Buffalo
Beckham, Odell CLE WR $5.00 2021 UFA Ext #1 2017 Hughes, Jerry BUF DE $4.50 2022 UFA Adams, Tyrell HOU LB $5.50 2022 UFA Wilson, Jarrod JAC S $1.00 2022 UFA 2021 Buffalo 4th 2022 Buffalo 4th
My thinking on this trade.
Both WR's coming off injury. Sutton younger by 3 years. Beckham plays in a much better offense. Sutton now has last years rookie WR (1st rounder) to compete with for catches. In 2019 both WR's were top 25
Chaisson did zero last year. 1 sack He might turn into a decent DE down the road but I rather have a vet that can be a bye week starter.
Fuller was ok last year 6th round 2020 pick. He is competing with Burgess 2020 3rd pick Rapp 2nd round 2019 even with Johnson gone.
Adams 2020 season 20th ranked LB
Wilson 2020 season 55th ranked (missed 3 games) S 2019 25th ranked S
I have plenty of salary cap to do these trades. If you look at the players I am getting they should improve me team.

Judging from the 1st trade attempt, I'd assume the 2021 Pit 2nd is pick 2:07? Please verify

This trade is off for me as well. Is OBJ worth 12M that his extension will cost? I’m not so sure, is Courtland Sutton worth a 7M extension? Yes, so those are the big pieces in the deal. Sutton and a 2nd for OBJ = overpay. Not to mention Pittsburgh throw in some young high upside guys Buffalo’s way. On top of that, Buffalo cuts a good amount of cap. I don’t even see how this is close to be honest. Veto 0-1

Veto 0-2
Same deal that was vetoed, now split into two...is still a veto vote for me and I hate to veto trades The 2.07 is a pretty significant piece plus lots more. Odell is probably a wr ranked close to the 30th ranked WR for next season and the price here is just too much, plus the trade was already vetoed Steelers also taking on significant amount of cap space in this deal.

Veto 0-3
Continuing with the cumulative evaluation of trades, by contrast to the other, this trade offers no benefit to the Steelers. Even despite their explanation. In fact, its contrary to any long-term continuum of the organisation. This is an unnecessary depleting of the teams' assets, which would be detrimental to the league. Can't blame the Bills for trying, but this is the other side of the burn that gets to me.
Together, when all is said and done, Bills will have long-term relatively cheaply obtained quality players and cap, whereas the Steelers will have perhaps have a run, but faced with a horrid rebuild with little assets in a couple of years.

Thinking over this trade, I want to first apologize for not offering HOW the balance could be shifted, as the two sides may want to work on this. Imo, the players offered by the Steelers hold more value than what's offered in return. In other words, Bills should be paying to upgrade for the opportunity to invest in long-term and relatively cheaply priced players, as well as for the cap dump. As an example, perhaps if the 2nd round pick were going the other way, and a couple of 3rd round picks added, it could balance the trade.
Sutton, Courtland > Beckham, Odell Chaisson, K'Lavon > Hughes, Jerry Fuller, Jordan > Wilson, Jarrod 2021 Pittsburgh 2nd > Adams, Tyrell & (2) 4ths
