Darryl has re-written the RFA rule for league consideration: I want all GM's to chime in on their thoughts. On the surface, as I have just scanned through it, its a minor revision, that makes the rule much better.
Proposal
Teams with an RFA rights tag will offer an initial tender, based on the tender prices below.
The RFA Tender Prices are as follows:
$600k -- 5th round draft pick
1M --- 4th round draft pick
$1.50 -- 3rd round draft pick
$2.50 -- 2nd round draft pick.
$5M -- 1st round draft pick.
$6.50M -- 1st and 2nd round draft picks.
*Tender amount will rise to 110% of the previous year's salary, if that is greater.
Once a tender has been offered by the RFA rights team, there will be a 7 day window open to other Legacy NFL teams to place an offer sheet to that player, with draft pick compensation as part of the offer. Bidding by teams placing an offer sheet will be conducted the same as Vet UFA, with bid increases, however, the initial bid must exceed the below baseline prices for an initial contract offer by the re-signing team according to the years offered. (Example: RFA Team places a 2nd Round tender on Player X. The initial bidding team wishes to place a 3-year bid. Since the RFA Team can re-sign Player X for 3 years at $3.63 Mil ($2.5 M tender + 45% or $1.13 M), the minimum initial bid must exceed $3.63 Mil).
The clock starts for RFA's once the player is bid on and the winning bid must stand for a 24-hour period.
When a winning bid stands for 24-hours, the RFA rights team will have the opportunity to match any offers, exceed any offers, or have the option to let the player walk and receive the draft pick compensation based on the tender levied.
If a player remains without a contract offer sheet after the RFA period is over, the owner with the right to the player is allowed to re-sign him. Legacy NFL will use a baseline price for re-signing players. This will serve two purposes, the first is that it will determine the value of the player, and secondly, serve as a minimal acceptable salary for the initial contract offer by the RFA rights team.
The baseline prices for an initial contract offer by the re-signing team will work based on the following:
1 year contact offer = tender price + 0%
2 year contract offer = tender price + 15% of tender price
3 year contract offer = tender price + 30% of tender price
4 year contract offer = tender price + 45% of tender price.
