Legacy NFL GM's,
I am just returning from a two week trip across the country, and am trying to get caught up on all league matters. It has been brought to my attention, via the Groupme chat, that a number of teams are falling under certain league violation rules. Some of these violations include:
Teams over the max roster size Teams under the minimum roster size Practice squad teams harboring players in (what appears) to tank games for draft positioning Teams that are over the cap limit.
Under the current rules, if any of these violations are to happen by any franchise, league management has the right to asses penalties for these organizational league violations.
The current rules states that a 5M dollar penalty will be assigned under certain circumstances. Now because I have been away from active league management, and because I really hate to assign any types of penalties, I am going to give league mangers who have violated these rules 72 hours to get in compliance with league rules.
This is how the penalties will work, any violation that concerns roster size requirements and breaking cap rules will be assigned a 5M cap penalty, broken in half for the 2021 and 2022 season. So organization breaking these rules will get a 2.5 cap hit for 2021, and 2.5m cap hit for 2022.
For organization that are harboring players on practice squads to lose games, your first violation will mean a 5 round drop in your draft positioning for the 2022 Legacy NFL Rookie draft.
THIS IS YOUR ONE AND ONLY WARNING, AND I EXPECT ALL LEAGUE MANAGERS TO COMPLY ASAP.

As I have said, the PS/Farm team rule is in its infancy stage that needs modifications. As commissioner I have always tried and experimented with giving the league the most real and unique experience possible, and for the most part Legacy has been a very solid league. Many of the rules I have proposed have worked very well, many have needed to be tweaked and many have been flops. When other Gm's have said that certain rules are not possible to maintain, and that they should be scrapped I disagreed with that logic and fixed those issues (RFA). The PS/Farm team rule I stated would go throw some growing pains, and the rule is not as detailed oriented as it needs to be, and I could move in this direction because we have been a league where all of our members have cared about the integrity of the league, and in charity, I have come to trust the GM's in this league. If as Commissioner I am going to be chastised, where my most basic dictates are to be critiqued at every turn, this only gives me a great disincentive not to give my all for the league. Concerning the league address on league violations that I put out today, I did not call out any names, I simply stated that all league members are expected to put out their best possible line up. The nuances of what constitutes the best possible line up can be detailed, and distinguished within the framework of a number of circumstances, but as a league, with charity at heart, there are some basic common sense values of players and weather they should be playing, or sitting on the bench. Bottom line: GET YOUR BEST LINE UP OUT
