Those of you who were around last offseason may remember the eruption caused by a potential team swap from one GM to another. in an effort to provide guiderails to this process and, frankly, dictate the direction of a conversation that previously sprawled out of control, I want to lay down the following rules regarding GMs switching teams.
I personally see the concept of a proven GM moving to a bad roster as a big positive for the league. Changing faces and dynamics are fun, and as long as an unfair advantage isn't being created in the process, we will allow GMs to move teams using the following process.
1. When a team is officially declared open due to GM resignation or removal, the commissioner team will decide if the team is eligible for an existing GM to jump to.
2. Open and eligible teams will be declared in a forum post. At this point, I would ask any interested GMs to send me a private message. This message should be something like a resume of why you would be the best GM to take over the team. The biggest factors I will consider will be recent (past 3-5 years) win totals/playoff success, and most imortantly, your plan for the vacant roster. (I.e. "I like the key players and will resume a regular draft/free agency strategy", or "The roster is a mess, I plan to trade assets and begin a rebuild.").
3. When the window for applications closes, team and I will choose a top candidate. This candidate will then be presented in a full league vote. If they win a simple majority, they will become the new GM of the vacant team, and their previous team will become vacant for a new outside owner.
Addressing concerns:
1. Hearing feedback from Gms last offseason, GM for GM swaps will NOT be allowed. Two GMs can not agree to swap rosters at this time, only existing owners to eligible open rosters.
2. GM taking over the eligible vacant team WILL be allowed a free drop. Compensation picks can be considered as well, but I would really prefer to not give comp picks in these scenarios.
3. The jumping GM should be making this move with the intention of staying on the new team for the long haul. A 5 year lock was proposed in one of the discussion threads before the GM could apply to jump to another roster. I don't see this being an issue, but I think the 5 year rule is a good one to have written.
Please let me know your thoughts and concerns, respectfully. I believe this is a good compromise that meets the concerns of the folks who posted in the previous threads and opens up a fun new wrinkle in the Legacy landscape.
