Under this proposal, UDFA would follow a new bidding structure. Once the 5th round ends, UDFA bidding would open up. Any draft eligible player signed during the UDFA signing period would be assigned a minimum rookie deal, 3 years, 0.33M w/RFA.
Instead of offering increased contract terms to UDFAs, bidding would be in the form of a "signing bonus" bid. If nobody else wants a UDFA, the original bidding team would sign him to the 0.33M contract. If another team wants the player, they would bid in 0.1M increments that would be paid in the form of a 1 year, nontransferrable cap hit. For example:
Panthers would like to offer a rookie contract to RB Jaylen Warren Bills bid 0.5M signing bonus Rams bid 1M Panthers bid 1.1M Bills bid 1.5M
The Bills have won RB Jaylen Warren. A 1.5M 2023 Cap Hit has been applied and Warren has been signed at 3 years, 0.33M w/RFA
This rule would go into effect this offseason, and be applicable to 2023 UDFAs

So priority UDFA signings become a cap war in one year and whoever wins gets a dirt cheap RFA contract, it doesn't feel right with whoever can afford to waste cap in one year should get that advantage for 3 years.
Also, would teams get the option of the contract they offer the UDFA once they win? There is a big difference between a 1yr 0.33m contract, a 3yr 0.33m RFA contract, and a 4yr 0.33m contract. All which are viable options for UDFA signings.

All which are viable options for UDFA signings. I would make the argument that this causes increased value to 5th round draft picks. Hard to argue a player not valuable enough to be selected in the first 150 picks of a fantasy draft would cause a cap war, but if they do I say so be it. These players could all be 1 year contracts if kept on the taxi squad all year.

with a 55-45 margin and 20 votes on this ambitious change, I am going to "change my vote late" on this and consider it a FAILURE. 1/3 of the league approving isn't enough to implement this change.
