I know its a little early to start chatting about potential rule changes for next year, but when I get some things on my mind I want to write them down so I don't forget them.
The RFA tender prices are way to low, giving an overwhelming advantage to the teams that have a player with a RFA tag on him. These are the 2015 prices that we used:
RFA RULES TENDER AMOUNTS
$455,000 tender -- 3rd round draft pick
$600,000 tender -- 2nd round draft pick.
$800,000 tender -- 1st round draft pick.
$1,100,000 tender -- 1st and 2nd round draft picks.
With this in mind, any player on an RFA with a reasonable upside will get a 1st round tender from their ball club because the price of the tender is so low, its puts any potential offer off limits because most GM's don't want to give up a 1st rounder, or even more so a 1st and a 2nd.
This problem was just addressed in another league that I am in as they changed the tender amounts to the following:
$1M -- 3rd round draft pick
$2M -- 2nd round draft pick.
$3M -- 1st round draft pick.
$5M -- 1st and 2nd round draft picks.
While Im not completely sure that we need to go this high with tender prices, this does make RFA more interesting in that it makes current GM's who hold RFA think a little harder about how high of a tender they will offer because they will have to meet the minimum salary requirement based on the tender they offered.

I think you've mentioned the fact that there was a discrepancy in current RFA tenders - we elected to go with the lower amount in the rules (this year), rather than those listed under the RFA.
My thoughts are that RFA tenders should be somewhat consistent with draft contract prices.
In addition, if RFA's are signed in FA at a higher rate than the tender price, the higher rate plus an additional 10% should serve as the tender offer.
It would be against a player's best interest to be signed to an RFA contract at $2.2 Mil, be tendered at a 1st round pick ($1.1 Mil), and eventually resigned at $1.5 Mil.
Without such policy, RFA's will rarely be challenged.

Expanding on the thought that RFA tenders should be somewhat consistent with draft contract prices, I believe the lower echelon of pick selection, rather than the higher, is more than fair, with exception to the 1st and 2nd round pick tender.
$.67M -- 3rd round draft pick (lowest 3rd)
$1.08M -- 2nd round draft pick (lowest 2nd).
$1.5M -- 1st round draft pick (lowest 1st).
$4.08M -- 1st and 2nd round draft picks (highest 1st, lowest 2nd).

We need to get this issue settled, I like the RFA price recommendations that Darryl has made and I'm good with these new numbers and favor proceeding forward with these new tag prices.

I will approve. One of the Leagues I'm in have also changed the RFA format. They no longer have the process of owners offering and TAB approve or veto instead it's at a set price so owners know exactly what they will be paying

It is already tough in this league to sign UFA for less than $1M, so this example seems more realistic.
