When your juggling different owners around as a league commish, sometimes the flow of different GM's in a league gets confusing, and sometimes you just forget what has happened to a particular franchise over the course of a year. This is my attempt to document what the status of unowned and mismanaged teams is so I can more fairly determine what comp picks will be assigned next year.
Bears: Dan took over this team a month prior to the start of the regular season. While the team was not a complete mess, with lots of good talent, the absence of management from the previous GM did leave the team in a bit of a tight spot, and certain elements of this team were not addressed by previous owners leaving the Bears in the mix at the very least for the minimal amount of comp picks for 2016 offseason.
Bucs: This team was completely neglected by its previous GM who was replaced a week prior to the start of the season, team was such a mess that a valid line-up was not even possible until league management took team over. And, even then, there were very, limited options to work with. This organization has fallen far behind the the curve because of lack of management and this team will be considered for the max alloted amount of comp picks for 2016.

Seahawks: I'm pondering what to do with this organization. The Seahawks may be the most neglected team in the history of Legacy NFL, and it has fallen far behind in terms of talent level. This team has never had an active manager at anytime within the last 3 years, and hoping to find a committed owner to take over such a poor situation would really be a challange. I think some incentive needs to be added for a new Gm coming in. With that being said, I am considering something radical, and that is for the first time in league history assigning an organization a 1st round comp pick, along with the standard round 2-5 picks as well. I have always been against assigning a 1st round comp, but the situation with this organization is very troubling, and I believe after 3 years of management neglect, we need to stabilize this organization before it falls even further behind.
