DOT Members,
I just had a request made by the Ravens GM to consider Justin Blackmon for retirement. Here is the Ravens request to the commissioner.
I would like to hear everybody's thoughts.

Remember, we do have a special league clause that allows us to consider these types of special circumstances, but the method of resolution can be debated.

ok well having read up on him it seems that his contract runs out with the Jags at the end of the 2016 season and the fact that Jaguars GM doesn't think Blackmon will play again and the fact that he is suspended indefinitely buy the NFL leads me to conclude that i would vote for Ravens request to have Blackmon listed as a retired player.

I was torn on this for most of the day, but will agree with Laura and say Blackmon is retired. I was worried that this would set a precedent that could lead things to interpretation, especially with D. Washington LB from AZ, but he is not on a roster so this decision wont affect that one. We will just need to keep this decision in mind for future cases involving players who are repeat offenders and who get banned from NFL, but don't officially retire. I would vote for a zero penalty to cut Blackmon from the roster. Question, does he become a UFA? I think that needs to be answered before a final decision

i think we need to treat him as retired unless any other development says otherwise and not allow him to be bid on

then if he becomes reinstated in the future he becomes a UFA. DOes Ravens have the abiity to bid

So technically he is still suspended, with a future however, that is quite bleak. The question is what do we do if Blackmon does return to the league, do we try and keep track of a myriad of conditions that only affect the Ravens. I think that's tough, and quite frankly as Commish im not interested in going down that path.
I am very sympathetic to the Ravens situation. Thus, I would suggest a reduced cap penalty hit as a fair way to deal with this problem.
Here's what I recommend. With the cap penalty getting ready to be increased in this league up to 30%, I would split that in half and give the Ravens a 15% cap for this season, and completely waive the cap hit for the final 2 years of Blackmon's contract.
So thus, he technically becomes a waiver cut, and Blackmon has no stipulations in the future, and it avoids the question of whether to define him as a retired player.
