The rules clearly state that multi-year bids cease at the end of Week 12. Here's a direct quote from the League Rules under Free Agency.
"Multi-year bids will cease at the end of week 12 in Legacy NFL, and playoff teams will be allowed to put in 1 year max bids on free agents at the conclusion of week 12. Frank made a comment about multi-year contracts ending at the trade deadline on Chatango, but that comment was inconsistent with the rules.
