This proposition will be to decide whether Legacy NFL GM's wish to raise the salary cap waiver hit from 30% up to 35%. The current 30% waiver hit is a little low by traditional standards, as this will be more punitive on teams that take more risks and generally are more active in shuffling rosters around. This will typically benefit teams that are less inclined to shuffle rosters around, for GM's who generally are developing younger and deeper rosters. Raising the salary cap would also help control prices in free agency a little better, as over spending typically flows within leagues where the cap hit is not punitive.
