This proposition will be to decide if we are going to allow for a revision in the Legacy NFL contract restructure rule. The new proposition will add another level for GM's to be able to move a little more money around for bigger contracts, but it also lowers the minimum amount moved in a given contract from 4M down to 3M, as well as the 2nd tier from 8M down to 6M, while the 3rd tier would be a brand new tier for massive contracts. This would simply allow GM's maneuverability in terms of dealing with cap money in the offseason.

Current rule: One contract restructure per year of a max of 2M per contract for contracts 8M and over in any given year and 1M for contracts 4M and over in any given year, plus a 50% cap hit for any restructured contract. You can move this money any way you want, you can back load to clear up cap space for current year, or you can front load to clear up space for future years.
