This was a proposition I brought up last year, and I would like GM's to reconsider. Unlike other leagues, we here at Legacy NFL have generally not given a free cap dump to new GM's, as we have gone with the method of giving out compensatory picks as a means to keep up the competitive balance. We believe this method has worked to great benefits in comparison to other leagues, as it has helped avoid the pitfall of poorly managed or abandoned teams throughout the history of this league. Your Legacy NFL Super Bowl Champions Oakland Raiders organization is a great example of this, as the compensatory picks were a great help in taking a completely mismanaged and abandoned organization and allowing the new GM the opportunity at a fair shot at rebuilding.
That being said: the combination of comp picks to new GM's along with the comp picks we giveaway during the Legacy NFL pick'em game during the playoffs however, has really watered down the draft leaving very little in terms of UDRFA. This proposition would be to eliminate the 5th round of the Legacy NFL rookie draft starting in 2021, so that no teams would lose current picks. If the league chooses to abolish the 5th round of the rookie draft, the league will bring back the Legacy NFL pick'em game as a compensation.
