1st Rd Pick for Rebuilding Teams

I'm not exactly sure how to approach this idea or even if in the right thread. It is a new rule proposition in a way. Could slide it in under the current "Trade Probation for New GM's" rule. Not sure how or if is necessarily something that can be enforced either. Figured I'd throw it out there see if makes sense or if any other GM's could see it done another way.
My rule proposition is as followed:
Any team with 3 consecutive seasons below a .500 record are not able to trade their current/highest 1st round pick.
My main goal here is to try helping secure a future for those constant struggling franchises. This could also help lessen the need of the amount of picks given to a rebuild package for abandon teams if have that 1st round pick.
This isn't to try handicapping incoming owners of these new teams. Know it would be a hard sell telling incoming GM's can't trade your pick. Assuming most new GM's will be coming in taking on a rebuild figured they would rather have a 1st round pick. If the GM's would have the option to trade down for more picks could see that being allowed. Even then considering the franchise has has had 3 consecutive losing seasons the pick will be higher in the round. A rebuilding team should still be getting a 1st round pick back in that type of scenario.
Going over current records under these circumstances would prevent the Browns, Texans, Cheifs, Redskins, Vikings and 49ers from moving their highest first round pick this year. Majority of these teams have already collected multiple early round picks that will aid in their restock/rebuild. Of these teams the Browns are the only ones without a current 2020 1st round pick.
I know this isn't a perfect solution to helping secure teams futures. Is a lot of variables in a team rebuilding over multiple years to collect picks. Not sure if 3 years is right amount of time or if even .500 seasons should be counted in the time frame. Don't think is a rule that will come up all that often. Granted I haven't been able to check past seasons under this scenario to know for sure yet. Just tryin to help keep teams competitive while hopefully lessoning the need for rebuild packages.
Understandable if no new rule comes about from this. Think the biggest thing may be is that TAB members(me included) should probably try to do a better job of protecting these franchises that are looking at long term rebuilds. Even if the value of a trade is there. If it's not going in the same overall direction of a total rebuilding franchise. We may need to consider a veto little more strongly than usual.
