GM Franchise Transfer

I'd like to propose a new rule for the 2020 season. This is more of a off season scenario but thought I'd throw it out there.
"GM's are able to put in a proposal to the commissioner about taking over a current abandoned team"
This league has a very stable group of GM's who are committed to making their franchise and the league best they can. Unfortunately at times we are going to have teams that are abandoned. This can throw off the competitive balance of divisios and the league. Not including the hit on the franchise. Which can take years of comp picks to get a starting line up.
My thinking for this rule is some GM's enjoy a rebuild more than others. A GM can put together a reasonable proposal to the commissioner as to why it would be in the leagues best interest to take over an abandoned team. If the commissioner feels it's valid enough then it can go to a league wide vote. This may help lessen the need for such a big rebuild package for teams since will be taken over by a more experienced GM. May also help the incoming GM's with a more established team while getting used to this format.
GM's should be able to give detailed reasons as to why they would be best for the rebuild franchise. GM's can get creative with how they wanna approach the proposal. Can reference your current teams record and accolades over the years to show growth. Can detail future plans of how you would approach the rebuild. Can talk about how you don't mesh with the current regimes vision so looking for a fresh start.
This isn't to eliminate a new GM from joining. Is a good thing to get new blood and opinions in here. Mostly tryin to set up the incoming GM's with long term success. In this case the new GM should be set up with a better overall situation then taking over the abandoned team. This may also help out our Commissioner of having to take on the weight of each abandoned franchise while tryin to run the league and his own franchise.
I know we are playing dynasty so most GM's aren't looking to switch teams now or anytime. My main goal for this proposal is to give our Commissioner some help with these abandoned teams. Should also give new GM's a better starting point to work with than a rebuild while giving the option to those GM's that prefer a rebuild situation.
There would still be a few things to work out. It's not something I would anticipate to happen more than once a year. Even then could see years of it not coming up. Still I think it may be something worth considering in the right time and situations.
