This rule was presented to try and offset some of the massive rebuild projects that certain teams were attempting to do this year. Again, this falls on the heels of the idea that all teams need to to stay competitive to a certain degree every year and not tank for future draft picks. While I don't think anyone is against rebuilding bad teams because sometimes it's absolutely necessary, a line has to be presented to a certain degree that keeps some element of competition. My position is that if Proposition 1 and 2 pass, it begins to address this issue and maybe we can take a wait and see approach with this new proposition for another year. At the same time, I am not totally against this prop at the current time as the competition aspect of this league needs to be addressed. I would like to hear from other DOT members as to what they think about Proposition #4.

Another HUGE point for PROP 4 is to help the integrity of the league… If say 5 teams own every pick in the draft because the rest of the teams were going for it all and at the end of the season find themselves with no draft picks that can be detrimental to teams who don't have the supporting cast the following year as they did in the previous one. Next thing you know that guy quits and the team is left a landfill. Its just another way to support longevity.

15-18 is just a ball park number as well.

I do like a rule like this. Allowing teams to rebuild through the draft but at the same time setting a limit on how deep that rebuild can go. 15 picks is plenty to build through the draft and will force teams to keep some NFL talent on the roster. This is a rule that will help all teams stay competitive to some degree. I am in favour of this like as I believe it's a win win for everyone. Helps the team and helps the league stay competive . Also makes draft time much more enjoyable as many more teams are involved in the progress. I agree with a 15 pick limit.

I agree with the Giants suggestion that 15 rookie draft picks is a good maximum number to have going into any draft. There for I move for a vote on the suggested number by both the BIlls and the GIants to put a vote forward at this time.
