One contract restructure per year for each franchise

I was thinking about giving GM's the ability of one contract restructure per year, where they could move around as much as 2 million dollars of guaranteed money so that they can flex their cap number in any given year.
For example Joe Montana's current contract looks like this (QB-SF) 10/10/10/UFA
Any owner cam make more room for immediate cap relief by back loading the contract Joe Montana (QB-SF) 8/10/12/UFA
Or
An owner can front load it to clear cap for future years Joe Montana (QB-SF) 12/10/8/UFA
Or
If you just need a million bucks for the up coming season Joe Montana (QB-SF) 9/11/10/UFA
Again, all this money is still guaranteed and would be subject to cap penalties if you were to cut him later at the higher salary. Joe Montana's contract is for 3 years for a guaranteed 30 million, and how ever way you choose to restructure it, you still will be paying him 30 million dollars over the next 3 years. Owners will simply have the ability to flex one contract per year for what ever purpose they deem necessary.

I like the idea of the contract restructure, but not making the entire salary 100% guaranteed. For the ONE contract restructure per yr you receive, you should be responsible for 50% guaranteed as opposed to the normal 25%…. I think dooming a player at a 100% cap hit, especially the big money guys would hurt teams if they were somewhat forced to get rid of a guy.
I would like to also propose this idea as an add on of sorts
Hometown Discount Rule
-Joe Montana (QB-SF) 12/12/12/UFA you can take off 2 mil for each yr once in the players career no matter what team he becomes a part of, this would follow the player for life. -The player must have at least ONE year in his contract of 12mil or above. -You can take a max of 2 mil off of each year to a minimum of 5 mil in any given year. -In Joes case he would become -Joe Montana (QB-SF) 10/10/10/UFA -His Guarantee for this move if dropped from your team would be 100%. -His Guarantee if you had done this and he is traded would be 70% -These penalties need to be very powerful because this is a power move to free some cap.

let me clarify my point. I was not trying to say that a GM should be responsible for 100% of the salary after a contract restructure, I think the penalty should remain at 25%. My point was that by restructuring, your not being let off the hook for a contract, your paying that player that same amount of money, subject to the same penalties only that you can move it around a little for some cap flexibility.

Regardless of how the contract is structured, its still a 3 year 30M dollar deal. That's what I was trying to say.
I would like to see a 2M dollar restructure on players that have a least an 8M dollar salary in one year of his contract, and maybe a 2nd tier flex ability of a 1M dollar restructure if a player has a 5M dollar salary on one year of his contract. Just one restructure however, its up to the GM whether he wants to use a first tier restructure or a second tier restructure.

One contract restructure per year of a max of 2M per contract for contracts 8M and over and 1M for contracts 4M and over, plus a 50% cap hit for any restructured contract.
