We are voting on new league minimum contract offers. Option 1 is very similar to the current system, with some tweaks that make a little more sense than the current system. Option 2 is a little more challenging in that minimum contract offers will be based on NFL experience. Also, Option 1 keeps the current RFA system in place with the current points system, while Option 2 eliminates the current RFA point system and how we bid on RFA's and it will let NFL.com determine how rookies are defined.
Option 1
Any player that is not on another team in Legacy NFL will have UFA status. When you decide that you want to sign a UFA you must sign him to a contract. The league minimum for any contract is $425,000. League minimum contracts are only good for a maximum of two years and any contract of 3 or more years will have a minimum contract of $475,000. The max contract length for any UFA is 4 years in length.
Contracts 1 to 2 years = $425,000 minimum
Contracts 3 to 4 years = $475,000 minimum
To sign a player with the RFA distinction at the end of his contract, a player must be in his 3rd year or less on the last year of the contract. NFL.com will define who is a rookie. If NFL.com shows a player's experience as "rookie" or "1st season", he will qualify for a max 3 year contract offer with an RFA tag. If NFL.com shows '2nd season' then he will qualify for a max of a 2 year contract with RFA tag. If NFL.com show '3rd season' then he will qualify for a max 1 year contract and RFA tag.
Option 2
Players must be signed for at least the following minimum salaries. Years in the league are determined by nfl.com at www.nfl.com/players.
Years in the league (not including current year) - Minimum
0 - $450,000
1 - $500,000
2 - $550,000
3 - $600,000
4-6 - $675,000
7-9 - $750,000
10+ - $825,000
For example, if nfl.com shows a player's experience as "rookie" or "1st season", he will qualify for the minimum salary of $450,000. If nfl.com shows "2nd season", his minimum salary will be $500,000, etc. Sometimes nfl.com will make a mistake, for example they might show "2nd season" when a player clearly has career stats for 2 previous seasons. In this case the player will be assumed to have already played 2 years. The DOT will rule on any exceptions.
