Here is the current rule in Legacy:
One contract restructure per year of a max of 2M per contract for contracts 8M and over in any given year and 1M for contracts 4M and over in any given year, plus a 50% cap hit for any restructured contract. You can move this money any way you want, you can back load to clear up cap space for current year, or you can front load to clear up space for future years.
For example:
Original Contract:Darrelle Revis (CB-TB) 16/16/16/16/16/UFA
After Restructure:Darrelle Revis 14/16/16/16/18/UFA
The Bills cleared 2M in cap space by reorganizing 2M from the current year and placing it on the last year of the contract.
But remember, if you use a contract restructure, you will now be on the hook for 50% of the contract instead of the standard 25%.
You can use one contract restructure per contract. Once a contract restructure has been used on a player, that player's contract cannot be restructured again until a brand new contract has been negotiated for that player. In other words, either the contract needs to expire first and then resigned, or a players contract has to be waived or bought-out first and then resigned.

Im thinking about expanding this rule a little, so that a little more money can be moved around, especially on bigger contracts. I think while this rule has been effective, it has not been utilized as often as I would like, as I think the ratio of money being allowed to be restructured, in conjunction with the 50% cap that is incurred may be a disincentive for GM's to use this rule. Thus this is what I propose:
One contract restructure per year of a max of 3M per contract for contracts 12M and over in any given year, 2M for contracts 6M and over in any given year, and 1M for contracts for 3M and over in any given year, plus a 50% cap hit for any restructured contract. You can move this money any way you want, you can back load to clear up cap space for current year, or you can front load to clear up space for future years.
So what Im seeking to do is add another tier of restructure for bigger contracts, while also lowering the dollar amount tiers for the current restructure rule as has been applied in this league for the past 5 years. I think this frees up teams to play with their cap a little more, but we still hold them accountable with the 50% cap waiver fee for utilizing this rule.
