Proposition #1: Every team must field a full lineup. Owners have been submitting lineups of say 10 players which doesnt make this place really competitive at all at times.

How would we enforce this rule? Draft pick penalties? Cap penalties?

Proposition 1 is a MUST CHANGE --- Punishment should start at cap, we can't really permanently damage a team for this. We have to protect the teams future… all punishments I think should be for that year… We also can't punish due to not having the players. Rosters must have a starting lineup's worth of players, but if they got guys on byes, they can start them to fill the starting roster, but not in place of a starter who is not on a bye.

Fair enough. I like that. How about the initial infraction deems them a warning for failing to fill out a line-up in any given week, and the second infraction incurs a million dollar cap hit for the current year, and a third infraction would incur a 2 Mil cap hit and consideration of being expelled from the league?

What if a team can't field a full line up? Like I couldn't all year because there was no way to get a QB.

You would just insert whatever player you have at that position regardless of whether he plays or not.

I don't see how we can punish a team for not having say a QB or K on there team if all the starters are taken. I didn't have a QB all year and I wasn't going to pay a back up to put zero points up and waste a roster spot and cap when not having one was the same thing score wise each week.

I understand your point, but we can't have a league where line-ups arnt being filled. GM's are going to have to do there best to address positional needs, whether it's drafting prospects, using free agency or making a trade. There was too many occasion where teams were handed victories, because opposing team did not fill a line-up. I understand this rule is not perfect, but its a start to make sure that rosters are in a more competitive state. We are also having a vote on minimum roster sizes this off season, and if that passes that will be part two to make sure we have some kind of competitive line-ups every week.

Maybe the rule can be amended to accommodate the most extreme case, but the moral of the story is go out and fill your roster, it's not that hard.

Well the first year of a league you will have some teams just getting win because of traded vet picks for rookie ones. I feel like this rule would do more damage than good.

Honestly, I'm unsure how it will damage the most extreme cases (Bengals, Dolphins, other hight draft pick teams).
-The ultimate goal of this league is to try and mimic the NFL, make you feel like a General Manager of a team. NFL teams have QB's, a whole roster… -Its not hard to sign a guy in UFA, hell I saw Thad Lewis sitting in UFA for a long time while he was starting. You can get a guy off waivers for .5mil on a one year deal to suffice this rule. -Not starting a lineup is in all instances "Tanking," I would rather not have that in my league, or really witness it anywhere. It is simply unfair to the rest of the league. -We are trying to take positive steps to raise competitiveness and avoid tanking. -There are plenty of options in this league to fill this rule, and it's not a low blow to any team by any means. -Some teams don't even have a full defense to start, there are plenty of those guys around.. This isn't limited to K or QB, but I know I didn't see the Dolphins jumping out at a QB in UFA when they were starting, should there just be a penalty for that instead?
