Rosters Requirements

I am curious if we could or should start getting DOT members to periodically look at rosters. This is to make sure GM's are hitting roster requirements and/or not playing their best players to get a better pick in the draft.
We could have each DOT member take a division to keep a look on. I'd be willing to take the AFC south or any division that would be available.
My thinking for this is to get more help to Frank and the betterment of the league. It shouldn't be just Franks responsibility to make sure rosters are correct. Really it should be the GM's own responsibility to maintain rosters. But that's not happening across the board. So I figured if we can get more eyes looking at rosters the better for the league.
As far as what actually happens when a DOT members notices these things can be up to debate. The Colts have brought up concerns about teams not setting full line ups for better draft slots and what penalties we could have for that. The Panthers had a really good suggestion on a possible points system that could be used to help determine drafting position.( legacynfl.boards.net/thread/11273/upcoming-season-reminder-penalty-suggestions )
If we can establish some type of penalty in the rules for these type of things would make it easier for GM's to know where they stand when these situations come up. And helps the GM's who are following the rules to know something is being done when rules aren't followed. If we don't set up some type of penalty for these things then why even have roster requirements in the rules because doesn't hurt GM's if don't follow it anyways. And won't make any sense for DOT members to look over rosters if their isn't a penality when rules aren't followed.
I think it hurts the credibility of the league and taints victories for what should be something taken with enjoyment and pride for putting in the work in.
Maybe some people view this as a free league so its whatever to them being off one or two players. Or why should I care if its free league. IMO those are the GM's who need replacement. They hurt the overall credibility, competitive balance and growth of the league. Doesnt mean each GM has to be as active as the next guy if keeping roster up to date and setting line ups. But at this point to not to meet roster requirements shows a lack of caring what happens to the league or fellow GM's.
Hopefully we can come to some kind of solution on the matter that is beneficial to the league. I think it may be tough because penalizing teams that already aren't the most active may not be the best thing. I'm not exactly sure what else to do besides having a penalty enforced when rules aren't followed though.
